HPP Dobrinje is an operational run-of-river hydropower plant located on the Cem i Selcës River in the Kelmend area of Shkodër County, northern Albania. The plant has an installed capacity of 1.0 MW and utilizes the hydraulic potential of the river through a compact diversion scheme integrated with the upstream HPP Selca hydraulic system.
The hydropower scheme is designed for a discharge of 3.30 m³/s, with a gross hydraulic head of 36.50 m and a net head of approximately 34.25 m. Its main infrastructure comprises a concrete gravity intake weir, sediment management facilities, reinforced-concrete diversion channels, a pressure basin, and a 435 m steel penstock connecting the hydraulic system to the downstream powerhouse. The arrangement combines water diverted from the Cem i Selcës River with the discharge from the upstream HPP Selca.
The powerhouse is configured with two Francis turbine-generator units rated at 400 kW and 600 kW, providing a combined installed capacity of 1,000 kW. The two-unit configuration supports efficient utilization of varying river flows and operational flexibility throughout the year. The hydrological energy assessment indicates an estimated average annual electricity generation of approximately 4.08 GWh, corresponding to a design capacity factor of around 47%.
The facility incorporates hydraulic control and sediment management systems, together with provisions for maintaining ecological flow and returning the utilized water to the river. Its compact infrastructure and integration with the surrounding river corridor support renewable electricity generation in northern Albania.
