HPP Tamara is an existing, privately owned hydropower plant located on the Cem i Selcës River, near the village of Tamarë in the Malësi e Madhe Municipality, northern Albania. Originally constructed during the 1970s–1980s and subsequently privatized, the facility is undergoing a redevelopment program aimed at rehabilitating its existing hydraulic infrastructure and increasing its generating capacity from 250 kW to 1.5 MW.
The rehabilitation scheme is designed for a discharge of 3.70 m³/s, with a gross hydraulic head of 54.80 m and a net head of approximately 48.83 m. The project includes the reconstruction and modernization of the water intake, sedimentation facilities, pressure basin, and associated hydraulic structures, together with an approximately 1.56 km steel penstock connecting the intake system to the powerhouse. The upgraded plant is designed to accommodate two Francis turbine-generator units rated at 750 kW each, with an estimated annual electricity generation of approximately 6.61 GWh.
The project has completed its detailed rehabilitation engineering and secured the construction permit for the rehabilitation works. The regulatory process for the generating capacity increase, updated water-use authorization, grid connection capacity upgrade, and revised electricity generation licence is progressing. With construction activities yet to commence, the project is positioned for the implementation of its rehabilitation and modernization program.
